Mark FormanMark Forman recently joined KPMG LLP as a partner, where he leads two major business elements: Advisory Services work for Civilian agencies of the Federal Government; and Information Risk Management Services work across all federal agencies.

From 2001 through 2003, Mark was appointed by President George W. Bush to be the Administrator E-Government and Information Technology, the Federal government’s first Chief Information Officer. From his position at the White House, he managed over $58 billion of IT investments, led the President’s effort to create a more productive, citizen-centric government, and was responsible for the development and implementation of IT policies, including security and privacy. He established and drove the federal government’s IT investment decision-making process and Federal Enterprise Architecture, ensuring alignment of IT spending with the country’s most pressing needs.

Prior to joining KPMG, Mark was a co-founder and Executive VP at Cassatt Corporation of San Jose, CA. He also held corporate management positions at Unisys Global Industries and IBM Global Services.

He earned a BS in economics at the Ohio State University and an MS from the Harris Graduate School of Public Policy Studies at the University of Chicago. He is a Principal & CIO SAGE at the Council for Excellence in Government, senior fellow of the John C. Stennis Institute for Public Service, and has recently been elected as a Fellow of the National Academy of Public Administration.

Leveraging SOA for Business Performance
Service Oriented Architectures facilitate the movement towards an agile organization. Employees will be able to get answers and information when they need them, which is a shift from applications and data bases being built generally for an automation of a single business process. For SOA to enable a higher performing organization, the business user will have to work with the CIO organization on investment and deployment decisions. Based on his experience as the first CIO of the federal government, Mr. Forman will apply lessons learned in identifying and addressing key issues for getting better results by using SOA to drive more effective, collaborative business operations.
