Practical application of SOA in the Public Procurement processes of the European Commission
Setting the scene
EU public procurement plays an important part on the single market and is governed by rules intended to remove barriers and open up markets in a non-discriminatory and competitive way. Total public procurement in the EU – i.e. the purchases of goods, services and public works by governments and public utilities - is estimated at about 16% of the Union’s GDP or €1500 billion in 2002. According to the i2010 eGovernment Action Plan the high level take-up of electronic Procurement (a.k.a. eProcurement) is highly desirable for Europe. Its widespread usage could result in savings in total procurement costs of around 5% and reductions in transaction costs of 10% or more. Consequently, this could lead to savings of tens of billions of euro annually and easier access to public procurement markets for SMEs. As a result, this action plan points out eProcurement, and in particular cross-border eProcurement, as the area on which to focus in the application of key electronic services.

The e-PRIOR platform
To support these objectives, the IDABC electronic Invoicing and electronic Ordering project was started in the summer of 2007 as a joint IDABC action of the Directorate General for Internal Market and Services (DG-MARKT) and the Directorate General for Informatics (DIGIT) of the European Commission.
Based on the experience of this project, this presentation will explore how SOA and platform-based development were used to satisfy a wide variety of business and technical requirements which were the foundation of the Service Oriented platform named e-PRIOR (electronic PRocurement Invoicing and ORdering). e-PRIOR is a e-Procurement system, exposing a number of web-services linked to a particular step in the Procurement process of the European Commission. Broadly, it helps Public Authorities to manage their procurement processes electronically. They can use it to receive catalogues digitally, they can submit their orders on-line and they can manage their invoices this way, simply by exchanging standardized electronic business documents.

The goal
To actively foster dialogue, interaction and discussion, this presentation will address both the strategic as well as implementation aspects of using SOA to bridge the legacy systems used by public administrations and the systems of their Suppliers. All this will be set in the context of achieving interoperable e-services which are cross-boarder and help making Procurement faster, more transparent, greener and more secure. We will also have time to touch upon the interactions with the large scale pilot of e-Procurement: PEPPOL (Pan-European Public eProcurement On-Line).

João is a Portuguese national working and living in Belgium as an Enterprise Architect specialising in the deployment of consultancy services in large European projects for PricewaterhouseCoopers, Performance Improvement Consulting. He holds a Master in Information Systems and Technology Management by Instituto de Empresa Business School (Madrid, Spain), a Licenciatura in Economics by ISEG (Lisbon, Portugal) and several Certifications such as Product Platform and Design by the MIT (Boston Massachusetts, USA) or TOGAF by The Open Group.

In the last 8 years, João has worked throughout Europe on a wide range of IT projects in various sectors: Financial Institutions, European Institutions and Public Sector. Currently, João is a Manager with PwC’s Belgium IT Excellence practice, focussing on Business to IT alignment via the use of Service Oriented Architecture (SOA) and Enterprise Architecture. In one of his major projects, João is assisting the European Commission in a groundbreaking e-Invoicing and e-Ordering Project and as a result, participates in several standardisation initiatives such as the CEN/ISSS Business Interoperability Interfaces for Europe.

SOA and BPM: Aligning Business Needs with Your Architecture

The presentation shows the linkage between Business Process Management (BPM) and a Service-Oriented Architecture (SOA) and how this will help achieving strategic business objectives and realizing a value-add Business-IT-Alignment . The approach is explained using an enterprise architecture framework (TOGAF) and shows how the concept of capabilities will support the mapping of business processes onto your architecture.

Marcel Berneaud is a Managing Consultant in Detecon´s Architecture Strategy Group responsible for consulting in the area of Enterprise Architecture and EA-Management. He also designs Business-Driven SOA Solutions and SOA and IT-Governance implementations using SOA methodologies and SOA technologies of leading SOA providers. DeteconAdditionally he creates business process management systems combining the BPM and SOA approach to value-added solutions for the customer. Marcel holds a diploma in commercial information technology and since 1994 he has been gaining extensive experience in different industries working for OEM´s, Consulting Companies and Software Vendors (like IBM, SeeBeyond and BMC Software).
