Using TOGAF to put the
use of ICT resources on the management agenda in the City
of Antwerp
Which management instruments should we introduce to ensure
that our resources are used as effectively and efficiently
as possible? That was the central question for Belgium’s
2nd largest city, Antwerp, and its 6.700 civil servants back
in 2004. After having launched a business process modeling
programme to optimize the use of personnel, the focus was
put in 2006 on ICT. EA provided the needed link between both
initiatives, which were seen as quite independent at first.
TOGAF was selected as the guiding framework for the initiative
and IBM was called in as adviser. Today, the EA-programme
has created new dynamics between the ICT and business departments.
Based on the new principles and architecture models, ICT
is for example asked to participate pro-actively in defining
generic, cross-department building blocks and in rationalizing
data redundancies.
