Russ
Moody is a senior information systems engineer with Science
Applications International Corporation.Russ has over 30
years experience in designing, developing, deploying, and
maintaining data analysis, information processing, and data
exchange systems for the intelligence community, the Department
of Defense, and, most recently, the Department of Homeland
Security (DHS). He was a charter member of the EIA-836 working
group and received the GEIA President’s
Award in 2002 in recognition of his contributions to the
EIA-836 development.
Russ is the GEIA Team Leader for the
DHS/BTS Data Exchange Working Group, principal contributor
to the National Information Exchange Model (NIEM) initiative,
and program manager for the DHS Border and Transportation
Security Data Element Dictionary (BTS DED) project.
Russ
has an ASEE (Roger Williams University), BSEE (URI), and
MSEE (Air Force Institute of Technology).

National Information Exchange Model (NIEM)
On February 28, 2005, the Department of Homeland Security and the Department
of Justice announced a new joint initiative: the National Information Exchange
Model (NIEM). NIEM will provide a unified strategy, partnerships, and technical
implementations enabling cross-domain information sharing at the federal,
state, and local levels. This presentation describes the NIEM Program, processes,
and products and services in the context of related information management
and sharing technologies and standards, and demonstrates how NIEM can be
extended and applied to support interagency data access and exchange. The
presentation will cover current NIEM development activities and major milestones,
and include information on how potential NIEM stakeholders can get involved
and contribute to the initial NIEM development.
