Dainsworth RichardsDainsworth Richards is the Strategic Planning Officer and deputy head of the Central Information Technology Office in the Government of Jamaica, where he is responsible for driving The Government-wide E-Governance Initiative, and the National ICT Strategic Plan and National E-Readiness.

Dainsworth, an Engineering graduate of the University of the West Indies, has been involved in a wide spectrum of activities in the ICT industry for over 10 years, including software and systems development and implementation projects, and strategic business development and management. Dainsworth is also an entrepreneur, and technical trainer.

Dainsworth is an avid music lover, worship leader, and family man. His most recent passions are his 5-year old twin daughters.

An Effective E-Governance and Enterprise Architecture Framework:
The Key to Enhanced E-Government Services
Jamaica has recorded successes in the deployment of e-government services. We are the leader in the Caribbean, in this area. Our operationalised e-government initiatives span several entities: Jamaica Customs, National Land Agency, Companies Office of Jamaica, Registrar General Dept., Management Institute for National Development, and the Inland Revenue Dept. The GoJ is nevertheless committed to advanced service delivery by establishing multi-agency transactions that will be seamlessly delivered to the citizen via a single touch-point and by creating a common communications network that interconnect the entire government.

This goal can only be achieved by building “joined-up” government within the context of a clear and effective e-governance and enterprise architecture framework. The technology requirements cut across all government organizations, businesses and civil society; therefore, it is necessary to ensure a shared vision, and a well coordinated national agenda, to fully exploit the potential of ICT.

To this end, the Central Information Technology Office has embarked on two key initiatives: National Strategic E-Governance Framework Project and GovNet Jamaica—the government wide area network. The strategic value and potential savings and benefits of these initiatives to the Government of Jamaica cannot be overstated. The vision of a truly modernized public sector, and enhanced service delivery, hinge upon the success of these plans and projects.
