Brian Clingerman is currently the Technical Director of the
Warfare Integration Division, for the Deputy CNO for Network
Communications (OPNAV N6). Mr. Clingerman’s primary
responsibilities are to assess emergent technologies and
validate them as desirable transformation capabilities for
the US Navy, including representing Navy issues to Joint
Staff, OSD and Navy acquisition.
Just prior to arriving at N6, Mr. Clingerman worked as the
Chief Engineer of the Information Technology Integration
Group at SAIC. His primary role is to lead SAIC’s involvement
in the Network Centric Warfare capability; providing strategic
direction for converged voice, video and data solutions,
tactical data networks and integrated radio communication
solutions, with special focus on the tactical edge of network
centric warfare.
Prior to SAIC, Mr. Clingerman worked at the Space and Naval
Warfare Systems Command (SPAWAR). His last assignment was
as the Technical Director for the Chief Engineer. While at
SPAWAR, Mr. Clingerman was the JMCOMS PMW 176 Chief Engineer
and architect, he was responsible for the architecture and
design of the Automated Digital Network System (ADNS) and
creation of the “SLICE” radio program, the predecessor
to DMR and JTRS. Mr. Clingerman has served in numerous Naval
communications-related divisions. His assignments have included:
Network Systems Engineer for SPAWAR PMW 152; Navy Communication
Systems Engineer for SPAWAR PD50E; CSS Systems Engineer for
SPAWAR PD50C; Link-11 and C2P Systems Engineer for SPAWAR
PMW 152 & 159; and Lead Systems Integration & Test
Engineer for AEGIS Radio Communications System at St. Inigoes,
MD.
Mr. Clingerman is a 1985 graduate of West Virginia University.
