I think we have two choices relative to the IT DT:

A) Make DCE the first iteration of a deliverable

B) Make DCE the initial design point for the DT

I would say the former is unlikely because several of the vendors do not what development housed in TOG and distributed development models take too long (and seldom work.)

As such, B) is probably what we should be shooting for. This is much like DAP and LDAP, IT DT will probably be something relatively simple that requires DCE+ like technical mechanisms. Then people will compete in undifferentiated market space when network models apply (i.e., the benefit is from commonality, not differentiation.)
