Cyber Command and Control: A Military Doctrinal Prospective On Collaborative Situation Awareness for Decision Making

This lecture provides the theoretical basis, design pattern, and integration challenges associated with a cyber incident response system. While cyber incident response systems may exist in many domains, the particular system studied in this lecture is a Cyber Command and Control (Cyber C2) system for military application. Cyber C2 is the results of an internal research and development project conducted by the author for BearingPoint Public Service, now Deloitte Consulting, LLP. The project focused on the challenges associated with information sharing and situation awareness in the context of cyber security and situation awareness. The primary outcome from this investigation is the Collaborative Situation Awareness for Decision Making Framework (CSA-DM) framework. This framework articulates an archetype (design pattern) for all information sharing problems where large amounts of data must be processed and analyzed before decision makers can act. In the context of cyber ! security and operations the problem is further exacerbated by the speed by which threats occur and remediation is required. The Cyber C2 system addresses the collaboration, situation awareness, and decision making aspects needed for cyber (information) warfare.
Michael Ruiz
Mr. Ruiz is a noted expert in the field of system integration within the DoD and Intelligence. He served as Chief Architect and Project leader on large systems integration efforts and research and development efforts. Most recently, Mr. Ruiz led the Internal Research and Development project for the Net-Enabled Operations group at Deloitte Consulting. |
