Singapore National Computer Board (NCB)

Michael YAP is the Deputy Chief Executive at the Singapore National Computer Board (NCB). He directs the development of Singapore’s information infrastructure and the deployment of national applications. Some of the major national initiatives that he is currently responsible for include Singapore ONE (One Network for Everyone), Electronic Commerce Programme, and national electronic identification system.

Michael oversees the Internationalisation Office whose charter is to develop synergistic relationships and manages projects with oversea partners at both the government and industry level.

Michael founded the industry-based Online Technologies Consortium (OTC) which has more than 120 industry member companies. He is the chairman of the National Information Infrastructure Standard Committee and Singapore Computer Emergency Response Team (SingCERT). He sits in various industry, education and company boards/committees.

Michael has played a major role in Singapore’s IT2000 effort since its inception. He was the secretariat responsible for driving the IT2000 study and co-authored the IT2000 Report. Prior to his involvement in the IT2000, he was in R&D and led efforts in software engineering.
