Assistant Vice President, Technology Practices, The Institute of Internal
Auditors
Charles Le Grand is AVP of Technology Practices for The Institute
of Internal Auditors. He provides direction to all areas of The IIA on
the impacts of technology on professional audit practices, and the use
of technology to deliver and promote programs and products for the profession
and practitioners. He is responsible for outreach to other organizations
and activities interested in the roles of internal auditing relative to
information technology and its management, security, control, and assurance.
He previously served as The IIA's Chief Information Officer, Director
of Research for The IIA Research Foundation, and founder of the ITAudit.org
web site.
Le Grand is staff liaison to IIA's International Advanced
Technology Committee. He worked with the U.S. President's Commission on
Critical Infrastructure Protection (Executive Order 13010), and continues
to work with the U.S. Critical Infrastructure Assurance Office (see www.ciao.gov).
He serves on the board of directors for the Partnership for Critical Infrastructure
Security (see www.pcis.org) to address the roles of governance, management
and auditing in assuring critical infrastructure protection. A project
with the CIAO, PCIS, and other partners produced three reports on information
security management, assurance and governance and a series of "Audit
Summit" conferences beginning at the White House in April, 2000.
He also serves on the advisory board for the Center for Continuous Auditing
at Texas A&M University.
Throughout his career, Le Grand has studied and participated
in the design, development, implementation, management, security, control,
and auditing of business systems and information technology. He has worked
as a programmer, systems analyst, systems manager, CIO, auditor, audit
manager, educator, researcher, and research director. Prior affiliations
include: the Barnett Banks of Florida, Inc., Blue Cross/Blue Shield of
Colorado and of Florida, Jacksonville University, and the Prudential Insurance
Company. While at The IIA he has played a major role in integrating technology
into programs for all auditors. He was IIA's staff member responsible
for the landmark Systems Auditability and Control (SAC) research projects
in 1990 and 1993, and the research projects on Environmental Management
and Auditing, and Improving Audit Committee Performance. He managed a
three-year project to upgrade systems and networks for IIA Headquarters,
and developed The IIA's first Web sites.
Charles Le Grand is a professional technologist and internal
auditor. He has been an active member of The IIA since 1974, held chapter
offices and positions on international committees, and served on The IIA
headquarters staff since 1981. A frequent public speaker, he has delivered
presentations throughout North America, in Central and South America,
the Caribbean, Europe, Australia, and the Far East. He is a Certified
Internal Auditor (CIA), a Certified Information Systems Auditor (CISA),
has a Certificate in Data Processing (CDP), and has the Basic and Standard
Certificates from the American Institute of Banking.
