Ronald J. Dorman

Principal Director for Interoperability (IN), Defense Information Systems Agency (DISA)

Mr. Dorman is responsible for achieving end-to-end interoperability between systems within the Global Information Grid through compliance with requisite interoperability standards, regulations guidelines, and through life-cycle evaluation, certification and technical support. Mr. Dorman also manages the operational test agency efforts of the JITC.

From November 1999 to September 2001 Mr. Dorman was the Deputy Director for C4I Program Integration at DISA and managed the development and fielding of the Global Command and Control System (GCCS), Global Combat Support System (GCSS), and Defense Message System (DMS). He was also responsible for program management of the nformation Assurance (IA) Electronic Commerce/Electronic Data Interchange (EC/EDI) programs, and components of the Defense Information Systems Network.

From September 1996 to August 1999, Mr. Dorman was the Director, Communications and Electronics Division, U.S. Mission to NATO, Brussels, Belgium, where he served as a senior advisor to the U.S. Ambassador to NATO and his Defense Advisor. He was the U.S. NATO C3 Representative. The division was the focal point of U.S. participation in NATO interoperability matters for communications, command, and control to include strategic and tactical communications, command and control information systems, air command and control, electronic warfare and frequency management.

Mr. Dorman also served as a Deputy Director and Staff Engineer in the Communications and Electronics Division of the U.S. Mission to NATO from June 1993 to August 1996. He was responsible for all matters relating to the NATO Air Command and Control System (ACCS) program, air defense ground environment system upgrades, and their interoperability with other strategic and tactical Communications, Command and Control (C3) systems. He served as the U.S. Representative to the NATO ACCS Advisory Committee and the NATO Air Defense Experts Group.

Prior to joining the Office of the Defense Advisor, U.S. Mission to NATO, Mr. Dorman held several positions in the U.S. Navy AEGIS Program Office. From August 1991 to July 1993, Mr. Dorman was the Combat System Engineering Manager for the Japanese AEGIS Foreign Military Sales (FMS) Program. He was responsible for the combat system definition and design; management of computer program development, testing and delivery; interface design management of the U.S. and Japanese Combat System elements; budget and contract development; acquisition and logistics engineering support; and disclosure/releasability policy definition and support.

Mr. Dorman was the AEGIS Weapon System Production Engineer for the AEGIS Weapon System (AWS) Fire Control Director/Director Controller (D/DC) from January to August 1991. From June 1989 to January 1991 Mr. Dorman was the AEGIS Weapon System FMS Production Engineer.

Before entering government service, Mr. Dorman was a Deputy Program Manager/Systems Engineer for McLaughlin Research Corporation, Alexandria, Virginia. He supervised engineering and analytical personnel in support of the U.S. Navy AEGIS Weapon System (AWS) Acquisition Manager.

Mr. Dorman earned a Bachelor of Science Degree in Mechanical Engineering from Virginia Polytechnic Institute and State University (VA Tech) in December 1984. He is married to the former Catherine Louise Fleming and they have three children, a boy and two girls. He is a member of AFCEA and enjoys golf and basketball.
