Messaging Forum Strategy & Planning

Objective of Meeting

The objective  of the meeting was to review and refine the current work plan of the Messaging Forum in the light of the outcome of the weeks' meetings.

Summary

Members of the Messaging Forum reviewed the outcome of the various sessions and workshops held during the week:

  • Secure Messaging Liaison meeting
  • Spam Summit
  • Instant Messaging Workshop

All of the sessions met their objectives in terms of topics covered and outputs. Attendance at the Spam Summit and Instant Messaging Workshop was lower than anticipated. The reasons for this were taken into account in planning the next full meeting in San Diego in February 2004.

Preliminary Agenda for the February 2003 Meeting

  • Secure Messaging and the DoD IECA Program
    The US Department of Defense is taking a leadership position in mandating the use of PKI Technology with effect from April 2004. This has an impact on the operations of organizations that need to work with the DoD.
    This conference will focus on the implementation of the Interim External Certificate Authority (IECA) program, how it relates to other initiatives such as the Federal Bridge Certification Authority, and the extent to which other government agencies are and should be adopting the same approach.
  • Secure Messaging Gateway Certification and Healthcare
    The Secure Messaging Gateway (SMG) Certification being developed jointly by The Open Group and the Massachusetts Health Data Consortium (MHDC) will help Healthcare organizations comply with the privacy provisions within the HIPAA legislation. This session will present the SMG approach and benefits to Healthcare Providers in California and the surrounding states.

Secure Messaging

  1. Complete the Manager's Guide to Secure Messaging.
  2. SMG Certification working group (Nov 5th/6th), Boston.

Spam

  1. Publish the Manager's Guide to Coping with Spam.
  2. Publish results from the Spam Summit in special edition of The Message. 
  3. Create "Spam Resource" area on the web, based around material in the Manager's Guide with pointers to additional materials. Not restricted to members, but registration required.
  4. Working meeting(s) to address following questions:
    • Is it possible to define a code of practice that would be acceptable to Direct Marketing companies?
    • Is it possible to introduce stronger authentication of email originators without re-engineering the Internet?
    • What is necessary to convince ISPs and Spam Filter vendors to accept a White List of "well-behaved" Spam sites?

Instant Messaging

  1. Develop a Manager's Guide to Instant Messaging based around work done to date.

Unified Messaging

  1. Workshop in Bay Area on 4th December to review output from Boston meeting and develop proposals for action within The Open Group.
