Senior Enterprise Architecture,
Manager Government of Canada EA Transformation
Neil
Levette is a Senior Enterprise Architect within Canada's
National CIO office at the Treasury Board Secretariat
of Canada. He is currently leading a major 3-year
transformation project that will redefine and transform
the Government of Canada’s Enterprise Architecture
program. This builds on the Canada’s “Federated
Architecture Program”, which Neil also established
in 2000.
Neil possesses 24+ years of diverse and practical
work experience in the public & private sector
including 20 years with the Canadian federal government.
Over this time span, he has developed significant
expertise in a broad range of topics including Enterprise
Architecture, Business Transformation, information
management, standards-based applications development,
open source software, and SGML/XML.
Prior to his appointment at the Treasury Board
Secretariat of Canada, he was the Deputy Director
of Enterprise Architecture while at the Department
of Foreign Affairs and International Trade. During
his time at the National Energy Board, he led the
Electronic Regulatory Filing project (an SGML/XML
automation of the tribunal process), and was the
project lead for the Department of National Defence’s
Bilingual Text Composition project (a secure SGML
based workflow, document management, and publishing
system).
Neil holds a Bachelor of Science from the University
of Calgary, with a major in Computer Science.

Government-Wide Enterprise
Architecture in the Canadian Federal Government
The Government of Canada CIO has been an early adopter of enterprise architecture
starting in 1994, when the IM/IT BluePrint was published. The Federated Architecture
Program (FAP) followed in 2000 and described the design principles for integrating
information and information technology across the Government of Canada (GC)
which set the stage for “whole of government” business improvement.
That early work was highly instrumental in setting a strong foundation for
the Government-On-Line initiatives. While Canada has been internationally
recognized as a world leader for the last five years in a row, Canadians
want more than just services on-line. As a result, the CIO branch is leading
the charge beyond IT centric Enterprise Architecture (EA).
Since the publication of FAP, the evolution of the architecture
program has been closely aligned with government on line,
and more recent strategies for client centric service delivery.
As a consequence, the role of the Government of Canada’s
CIO has grown to include the government-wide pursuit of
excellence in service delivery, as well as the management
of information and technology.
TBS is now undertaking the highly strategic work of enterprise
service transformation and incorporating enterprise business
architecture as an essential tool to enable more citizen
centric service delivery, harvesting the benefits of service
integration, and optimization in terms of quality, consistency
and efficiency.
With this in view, building capacity, capability and standards
for Enterprise Architecture remains a key challenge for
realizing the expected benefits for citizens. This presentation
will share learning and how the GC EA program is evolving.
