Luis Guijarro, Technical University of ValenciaLuis Guijarro Coloma is Associate Professor in Telematics Engineering at the Communications Department of the Technical University of Valencia (UPV), Spain. He is lecturer on the Information Society at the Higher Technical School of Telecommunication Engineering of the University.

Luis has a PhD in Telecommunication from the UPV (1998). His research is focused on engineering issues in Information Society applications, specifically in e-Government, where he is working on models, architectures and frameworks for enabling interoperability.

He has been consultant for the Regional Government of Valencia in the area of e-Government, and is member of the steering committee of the Observatory of Interoperable e-Government Services, which is set up within the EU 6th Framework Program.

Enterprise Architecture Frameworks and Interoperability Frameworks in e-Government Initiatives
Interoperability has been identified as a major issue to be addressed by all e-government agencies. Some agencies have faced the interoperability problem as far as applications and semantics concepts are concerned, in order to enable a seamless information flow between public administrations.

Interoperability Frameworks have shown up as the appropriate tool for achieving this goal. However, a true seamless service delivery to citizens and businesses calls for a more comprehensive analysis, which tackles not only with technical issues, but also with business and organizational aspects. In this challenge, Enterprise Architecture Frameworks can play a crucial role.

In the presentation the main initiatives in interoperability are presented and the adoption of interoperability and enterprise architecture frameworks is assessed.
